CLASSES OF MAIL

Class and endorsement determines the disposition of the mail. The mailer owns the piece. The mailer paid the postage; the mailer endorsed to meet his needs.

Do not determine ‘obvious value’. Do not second guess the mailer. PSLW, unendorsed is waste; it is treated as UBBM. The mailer chose the cheapest mode for his merchandise (PSLW) and chose to NOT endorse. He does not want to pay additional postage for the fwd or return.
